The Washington State Association of Boundary Review Boards (WSABRB) mission is to provide an organization for education and discussion and to uphold RCW 36.93 on matters of interest to Boundary Review Boards (BRBs) within Washington State.
Washington State Boundary Review Boards were created by RCW in 1967; it is one of the tools for implementing the Growth Management Act (GMA). The Washington State Association of Boundary Review Boards (WSABRB) was formed in the 1980's.

The purpose of Boundary Review Board's is to provide a fair and impartial inter-governmental decision process for citizens, cities, towns, counties, special purpose districts, and private parties on boundary issues including:
  • Annexation
  • Incorporation/Disincorporation
  • Jurisdictional boundary line establishment, changes, and disputes

Boundary Review Board decisions must be consistent with objectives and factors in RCW 36.93, Growth Management Act, regional and local plans, and policies. BRB's have proven to be effective in resolving disputes amongst governmental units, special districts, citizens, property owners and developers.

Boundary Review Board members are citizens appointed by elected officials - The Washington State Governor, county executives, Special Purpose Districts, and city officials.
