 Everett's first attempt to annex the area known as Murphy's Corner in 1988 was the most contentious annexation battle in the history of Snohomish County.  Allan Giffen, Everett's former planning director, will share the story of what made it a disaster, subsequent attempts to annex Murphy's Corner, and the city's unofficial approach to annexation under growth management and challenging economic conditions.
